Dissemination of Managerial Improvement Know-how
Management instructors of commercial and industrial associations and chambers of commerce and industry respond meticulously to inquiries into managerial issues faced by small-scale business operators.

Dissemination of Managerial Improvement Know-how is a program where persons who know much about the management of small businesses and are well versed in relevant measures taken by the national government and local public entity, thus being worthy of being called home doctors in management, are allocated in the commercial and industrial associations and chambers of commerce and industry throughout Japan to respond to inquiries made by small business operators. These "home doctors for small-scale business operators" are called management instructors. Some 9,000 of them are active throughout Japan.
These management instructors respond to inquiries made by small-scale business operators at the counter or visit specific companies to provide guidance. Following are the main tasks conducted:
- Consultation, guidance, and recommendation of loans and credit guarantees
- Tax affairs, accounting, labor, social insurance, etc.
- Enhancement of management and technology, industrial property rights, commerce, etc.
In addition, this program involves holding lectures and seminars given by management consultants, college professors, management instructors, and other personnel, providing person-to-person instructions through invited licensed tax accountants, certified public accountants, and other experts, and providing guidance regarding book-keeping.
This program also includes the following:
- Support for people scheduled to start new businesses
- Enterprises for enhancing shopping centers, factories, research facilities, community centers, and other key facilities.
