Small Business Innovation Research (SBIR)
What is SBIR (Small Business Innovation Research)?

SBIR is a program in operation since 1999 under Law for Facilitating the Creation of New Business. It seeks to provide consistent support to small businesses' research and development (R & D) as well as actual utilization of its fruits for the purpose of promoting business activities that utilize new technologies owned by small businesses. SBIR is jointly operated by related ministries and agencies.
Specifically, SBIR has increased opportunities for spending, directed to small business owners, of subsidies and outsourcing costs aimed at research and development relating to new technologies that may create new industries. SBIR also has implemented measures, such as reduction of patent fees and amplification of debt guarantee limits, for business activities that utilize fruits resulting from the research and development.

SBIR will make efforts to increase opportunities for directing & budgets of the national government and governmental agencies to small business owners.
(1) Targeted R & D budgets of the national government and governmental agencies
In light of its "Basic Policies" SBIR will designate appropriate R & D outsourcing costs and subsidies from among R & D budgets of the national government and independent administrative agencies.

(2) Determining target spending amount of Subsidies directed to small businesses
Each year the national government takes a Cabinet decision on policies for expenditure relating to grants of Subsidies to increase opportunities for directing Subsidies to small business owners.

SBIR provides support for actual utilization of fruits of R & D carried out using Subsidies.
(1) Target individuals
Small business owners who have been granted Subsidies and individuals who do not operate any business that has received Subsidies

(2) Measures to support actual utilization
An individual who intends to engage in business activities that utilize fruits of R & D carried out using Subsidies will be treated with an exceptional measure for supporting actual utilization.
